This reminded me of school/college when we were assigned group projects - usually one kid (the smartest or most diligent) ended up doing all the work - because the others had excuses or ignored reminders
I don't know how your colleague felt it was okay to delay, put the burden on you and then have the audacity to accuse her of not reminding her of her tasks
I guess a lack of accountability and blame shifting work well for some
