It happens - I would know based on experiences (in a diff context) - first there is the shame (a lot to do with cultural background) and the fear that perhaps no one would believe - and thirdly low self esteem can make the victim believe they are at fault - or others may convince them it is best to keep quiet than speak up and create waves so to speak

It is complicated but doesn't make it any less horrible
