I never give much weightage to follower count - it is the actual readers that matter - and yes building relationships, community, networking matter - I also have a few mentors that I look to for advice when navigating a difficult roadblock - another thing I have noticed is that the Medium landscape has changed since I first started writing - a lot of my peers left and many of my current readers are new to the platform
