I love giving compliments - I try to make the time to thank someone and give them a compliment (be it customer service to fellow writers) depending on the circumstance -

I have seen ppl who accept them as their due and others who don't feel they are desrving of it - I receive them as well and yes, it is great when someone is keen enough to notice a quality of mine that is not always in the forefront -
