I find it bizarre - it almost feels like a game - this person seems intent on playing this hide & seek game with the sole purpose of making the residents uncomfortable and wonder about him - I have no idea why they have to break into ppl's homes just so they can partake of the fridge's contents or create some mischief

The police should do a better job at catching this person
