With regard to the forms - sounds like a big pain the behind - I wish I could say I am surprised - I am not - in some things there really are no clear cut guidelines either for the consumer or the employee - for example I recall going to the DMV three times for a simple matter but it was only the employee who was there the third time who knew what needed to be done -
