In the US, there are a lot of ESL resources in place (at least in the town I live in) in order to help kids from non English speaking countries (there can be a lot depending but certainily not the staggering numbers you have stated) -

I sincerely hope the officials are able to put a viable solution in place and quickly too for the sake of all the kids -
